Pc won't load to bios don't know what's wrong

I am building a pc for the first time and have followed a linus video of how to build it but now have the issue of the pc not posting or loading into BIOS. The Qcode of the motherboard says 02 which translates to "AP initialization before microcode loading"

Also the motherboard has led lights which state that there is an issue with the "boot"

I've tried everything I can find on the internet to fix the issue but no results.

I tried clearing the CMOS but that made no difference

 

The specs of my pc are

Cpu: Ryzen 3 3100

Gpu: Amd RX570 Asus strix 4gb

Motherboard: Asus B550-E

Power supply: Corsair CV 550W

Ram: XPG spectrix D60G 8gb DDR4 x 2

Hard drive: Toshiba P300 1TB

A VGA error means graphics card. You should be using the top slot not the bottom slot.

Just curious, is there any reason you are using the bottom PCIe slot? Move the graphics card to the top slot.

I'll try putting it I the top slot the VGA light has turned off but the boot light is still on

You are plugged into the GPU for your monitor right?

I'm not actually trying to be as grumpy as it seems.

I will find your mentions of Ikea or Gnome and I will /s post.

Double check that your boot drive is plugged in all the way. If it's not an m.2 check the power and Sata cables.

it is not a problem. "boot" means that it actually booted in the OS or bios.

 

You have to plug the cable on your monitor. The pc seems to work according to the motherboard. Mayby your monitor is f'ed?

 

Btw when you turn on the pc, after a while will your "num lock" key on the keyboard light up or not?

It looks like the two pieces aren't clicked together. They should be flat with each other. Most PSU brands will have the connectors keyed to each other. Some will use a lip some will snap together. That picture makes it look like the right half isn't clicked into the latch.

What was the solution?
This is my 4th or 5th built and I'm having same "AP initialization before microcode loading" issue. Everything is plugged in My Ryzen 3700x won't post and Ryzen 1200 from other computer will.
MBO: ASUS X570 GAMING-F

GPU: ASUS STRIX GTX 1080 Aadvanced
PSU: EVGA 650W 80+Gold

RAM: G.Skill TridentZ 16GB 3600MHz
