If a make a Russian Steam Account to use for keys can I turn on the family share feature and play the games from my main account because Russian Steam is way cheaper then my Region

Nice theory, though do you know someone who has succesfully done this for longer periods? Because for me it sound like something Valve can very easily track and shutdown. This is pretty much how those cheap services which "rent" accounts would work.

 

What Valve sees: Account with lots of games but no playtime on those games. Another accounts connected by family sharing and playing the games.

What Valve does: Bans account with games. And if they are able to make connection between the accounts, they might ban the linked accounts too.
