Need help with AMD GPU Utilization issue

Hello, I am running a Ryzen 3300x with 16GB 3000mhz RAM @3400, on a Gigabyte B450M Gaming Mobo, I switched the BIOS of my reference 5700 to 5700xt and observed that the GPU is not being fully utilized in game, usually it sits at 50-60%, but in benchmarks and loading screens it runs at full speed, can someone help me figure this issue out?
