Fresh 100% reinstall is always the very best option. But if you want to try cloning, you can follow this guide:

I recently added a 1tb M.2 ssd to my build, and I want to use it as my boot drive instead of my old 250gb ssd. What would be the best method to make the new drive my boot drive? I am using Windows 10. The new drive hasn't been formatted yet, and I would be fine if I need to wipe any drives to make my new drive my boot drive.

Just watch which drive you choose as your drive to clone TO....
