CPU MAX OUT ON PREMIERE PRO

Need support ! :( 

During copping/ dragging clips / rendering, My CPU usage peaking like almost 100% is this normal ? 
My Pc spec

Ryzen7 3700X
Ram 48GB 
GPU RTX 2070

Ya,  all the settings recommended is there.  I've follow every youtube channel

yea then thats working right. You can probably tweak some settings if you want it to render faster, like change the render format.

Alright I've found the shit.    I reset my BIOS.    apparently when I turn on the AIO and FAN monitoring . it does like that.  

so weird !

My pc is starting to do that as well. When exporting a video. I have 

Ryzen 7 3700x

16gb ram 

3060ti 

What exactly did you change in the bios ?
