ACPI.sys consuming lot of CPU ,

Hello guys my CPU always stays @ around 30-40% load even on idle.I was very desperate about this as this started to happen only after I replaced an hard disk which died .I checked with Latencymon and it says ACPI.sys is  the one with highest DPC's and ISR's .I even reinstalled the OS but the same thing happens.In the task manager it shows that "System interrupts" and "System"  are consuming the CPU.I have searched on lot of forums and even tried RATTV3 to generate a log file but unfortunately RATTV3 dosen't seem to be working on X64 bit version of Windows 8.

Even a BIOS update did not help.Please help me to solve this issue!!.

My system is-->

Core i3 2100

8Gb 1333Mhz RAM

intel DH67BL motherboard

Corsair VS450 power supply(recently changed)

ACPI.sys appears to be a CPU throttler, it's dependant on temperature so maybe clean out your PC and raise its temperature threshold with this:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\ACPI\Parameters

There I created a 32DWORD: "Attribute" with the hex value of "100"
