Brand new Thermaltake psu and not sure if its broken

So i bought a brand new Thermaltake smart 700w, and when i plugged it in i started hearing a very faint buzzing sound. Keep in mind that its not connected to any other components. I dont want to hook it up because i dont want to risk any of my components. Is it normal? Should i be able to smell some plastic with a tiny amount of burnt(because i do) or is it just a new smell??

Well the thermaltake smart is a pretty trash PSU ngl. What are the rest of the system specs?

I will recommend an NHu12s (or an NHd15 (maybe)) for your PC build. Quote or @ me @Prodigy_Smit for me to see your replies.

Its nothing huge, but i cant afford to risk a faulty psu. Im sure a psu should not have a static sound. Besides bad Power supply can catch fire.

The buzzing is normal.

 

The smell is normal.

 

That said, it's not the best PSU by far.
