turbo boost is a feature on nearly every Intel CPU

 

overclocking is a different feature.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Boost clocks are "up to" values and require the circumstances to allow it. In general, that you have thermal and power headroom to do so. The 65W TDP rating may be such a limit depending on the motherboard. If it enforces the TDP for long term power, you might only see max boos for short times if at all. You may get more performance if either the mobo defaults to higher power limit, or you manually adjust it to do so. This is NOT considered overclocking by Intel.

The advertised "4.3 GHz" is single core Turbo Boost.

You would rarely see that.

Single core boost on intel chips as advertised is just marketing. On most of the 6 core and under chips you'll be at the all-corr boost value almost all the time
