I am building a budget PC for a relative

 

specs are:

 

B450M S2H

16gb 3200MHz g.skill RAM

Ryzen 5 2600

PSU AZZA PSAZ-550W

 

When I jumpstart the PC the fans start spinning but I am not getting any video output. I tried a different monitor and a different cable.

I had the same issue with previous parts which is why I bought new ones in the first place what could be the problem??

 

(There are currently no drives connected)

Without a videocard you will never get a video output, the Ryzen 5 2600 doesn't have integrated graphics. A videocard is required for any sort of video output.

When you had the videocard installed, did you also have the video cable connected to it?

Oh man I am so stupid but yeah i had one connected. ( I feel so stupid for forgetting right now)

I am not getting any output with gpu. Its an rx 570 powercolor 4g

You need to plug the cable from the monitor into the dedicated video card, not into the connectors on the motherboard IO shield. 

make sure you connect the extra pci-e 6 pin / 8 pin cable to the video card, if it needs one. 

 

if you have the motherboard on the desk, put it on a thick book or something so that the metal bit of the video card with the connectors isn't blocked by the desk - you want the video card to go in slot all the way down. 

 

Also , first time you start a PC it can take up to 30s to 1m for the BIOS to initialize and test what you installed in the motherboard (test ram , test cpu, update firmware inside cpu) and so on. It's perfectly normal to take a bit of time and even have PC reset 2-3 times. 

So be patient. 

 

After this, if everything's all right, the pc should boot normally and very fast.

The Video Card Fans start spinning up but stop after a short time. I am aware that this could be intended but I'm not sure. And im still not getting any signal even after several minutes

Check all the power cables on your machine.

From your picture, it seems like the right side of the EPS/CPU power connector is not properly seated:
