Is my new ram stick dead?

Hiya I'm fairly tech savy like I watch der8baur and buildzoid and love to overclock so I got new patriot viper 4400mhz today and 1 stick works but the other one doesn't. I've tested the other with my old ram and every combo with the slots and it refuses to post (dram led is lit) also reset bios but didn't help

2600x Asus b450 f gaming (tried bios 3101 3001 2901)
(Old ram) gskill 3200mts c16 (New ram) patriot viper Steel 4400mts 2x8
