The second is better since you can adjust the speed.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

Quiet and cheap says sleeve bearing to me.  Sleeve bearings have limitations though.  They can only be used upright if you don’t want them to die extremely quickly.  If you have to have a fan facing up or down the next cheapest type is dual ball (I’m not considering single ball as I consider them inferior to even sleeve) Sleeve is one of the very cheapest fan types.  As such the very cheapest fan you can find might do the job.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

You can control non-PWM fans as well via the voltage. Your mainboard can do this but it's either PWM or voltage controlled on a per fan header basis.

Both are the same basic fan, one time pfm one time non-pwm - same static pressure of 2.2mm H2O. The Arctic P series is always pressure optimized to my knowledge. I guess that's why they called it the P series. PWM is more comfortable and more precise to control though but that's about it.
