Can't enable XMP or OC above 4.5. Idle temps at 28C and 50C under full load so what gives?

So as by the title I'm wondering if 28C is kinda a high temp for an i7-7700K? My setup is as follows:

Thermaltake S500 new case- has no a solid metal front and solid metal top with side vents ( I am aware this may be hampering the temps, just want confirmation)

2 - 200mm thermaltake luna 20 fans as intake in front of case

2 - 200mm thermaltake luna 20 fans as exhaust on top of case

1 -120mm thermaltake case fan as rear exhaust

1 -thermaltake 280 Riing water cooler extreme 3.0 ( 2 x 140mm riing thermaltake ) fans set in push configuration under the larger 200mm fans in the top of the case

Main reason for asking as that when trying to enable OC / XMP profiling on my asus z270 mark 1 motherboard I get a failure and machine restarts and boots under safe mode which forces me to bring it back down to 4.5. can not exceed this clock speed and ram will not exceed 2133 even though it is 3200 Ripjaws by GSKill.

Also getting around 48-50C under full load in Cinebench 20/23 or running Heavyload CPU stressor or Prime95 .

Any help pinning down these issues to either help improve my cooling and speed would be appreciated as I use this machine daily and really would like to continue to run it optimally.

CPU: i7-7700K @ 4.5 Ghz

RAM: 32GB DDR4 @ 2133 (as I can't increase it)

Storage: 1TB NVME wd black

Graphics: ASUS Nvidia 1070TI 

Power 850 Thermaltake PSU

Your temperatures are very low...

How much voltage does the CPU use?

1.2 but when enabling oc above 4.5  its around 1.35 same with the ram enabling xmp. However system wont stabilize above 4.5 been trying 4.8 at 1.35 with ram at 2933 and 1.35 but it wont post just boots into safe state of 4.5 with 2133 ram wondering if the ram is my issue now

Try raising the voltage of the CPU to 1.38V and see if it makes a difference.
