Can I own / purchase a steam game without downloading it?

     im short on disk space, but i found great games for free on sale

     Can i get the game without installing it

 

if so, could you tell me how to?

You literally buy it, when you own it you dont have to download it

Laptop: HP Spectre x360 13t, i7 8565u with 16 gigs, 512 gig  nvme ssd, UHD 620 4k

Other laptop: Acer Chromebook cb3 431 with 4 gigs, celeron n3060 with hd 400 and 16 gigs eMMC soon to be a minecraft server?

Buy it, then when it asks whether you want to download/install it now, click cancel.

Yes, but according to VALVE you do not own the game, you merely subscribe to it...

They only tried to find an excuse/loophole and got pwned.

The fact is, you still DO own a license for that game, because that´s exactly what they sell you. Valve offers only the service (the Steam platform) and not the product (the game), as long as you don´t buy something developed from Valve, of course.

 

But you still can buy a game (or any software) on Steam and just not download it right away.

You may actually have an advantage there, because if remember correctly, Valve says that when you start to download the game you loose the right to request a refund (depending on where you live, this may be illegal).
