how do i change throttle temp for my gpu

my gpu runs pretty hot so i want to change my throttle from 80 to 85

They set the throttle temp at 80 for a reason, I would assume.

You might just want to increase your fan speed instead

yup cause the fans on my gpu are designed to be silent so it should be better cause my gpu was running at 85 degrees while playing warzone so i just want to make my new pc perform a bit better

It should, though it depends more on the GPU than the MB. I use an EVGA GTX 1650 Super with a Gigabyte B450M DS3H MB (a lower tier MB than yours) and I can adjust everything but core voltage with afterburner. But @minibois is definitely correct, it'd be better to adjust the fan curves (also doable with afterburner) than the thermal limits, though 85 should still be safe.

ok, just cause its a new pc and i am gonna be playing some new games on high settings so im aiming to get best performance possible

Your case is fairly restrictive when it comes to airflow, just increase fan speed as @miniboissaid.

80C is well below the max rated temp for the core and most of the surrounding components. I believe most can run up to 125C but that'll likely kill it or degrade it extremely fast.

However your GPU will not perform best at those temps, throttling is hard baked into nvidia gpus, and amd too I suppose. 

Your only option is to lower temps by a lot. Which means case fans and gpu fans, and likely also cpu fans to the max or go water cooling altogether. ¯\_(ツ)_/¯
