is there a hardware/software solution to get console sound to play on pc like any other windows program would? (with no or a small delay and 7.1 surrond support)
i know xbox console companion streaming and ps4 remote play exist but i would like a more universal solution that would also work with other consoles e.g. switch, xbox 360 and future consoles

You can probably pass the HDMI signal through a capture card and use only the audio signal. 

 

Why do you want that though?

there should be sound cards that take in input i would think... you would then need an hdmi audio extractor to split the audio

That depends on what you're trying to accomplish?

 

Do you simply wish to hear the console sounds while also hearing the PC sounds? If so, I would recommend you get a mixer, and connect both the PC and the console to the mixer (if you get a large enough mixer, you can even connect all of your consoles at once and just adjust the volume levels as needed).

 

As far as 7.1 surround goes from the console, you would need to get an HDMI Audio Extractor (TOSLINK only does up to 5.1). These are little HDMI passthrough boxes that will split the audio out to separate plugs.

 

But what are you going to do with that 7.1 signal once you have it? You could plug all 8 channels into the mixer, certainly. You could then even output each channel to a speaker, which in theory at least would recreate the 7.1 surround sound.

 

I think we need more information about your goals here to determine how to help.
