CUDA Cores are not directly comparable to previous generation, as we've seen with the RTX 3080 having 8704 CUDA Cores, it was around 25% faster than the 2080Ti with 4352 CUDA Cores, so likely the RTX 3050 would offer similar performance to the 1650 Super in range of +10% if you do the math, though there is potential that it would be even faster than that since the 2XFP32 Cores wouldn't be as memory deprived in the RTX 3050.
