Not Sure if I should Upgrade and Sell induvial Parts or Sell my Whole PC. Also Not Sure When to do this.

Budget (including currency): $1000 (U.S)  but I want to try to spend about $700

Country: United States 

Games, programs or workloads that it will be used for:  Mostly gaming, Adventure, Open World, FPS, and Strategy games are the ones I will be using my PC for.

My Goal:

I want to be able to play most games at high settings at 1440p and around 80-144fps. I have around $1,000 to upgrade my pc. However I don't know what's the best way to do this. I don't want to have to spend anymore money on my pc to upgrade it for at least the next 2-4 years in the future. So should I just go and sell my current CPU and GPU to go and buy a better current gen AMD CPU and buy the newer gen GPU, or do you think it would be better for me to sell my whole pc and just build a new one, with the newest motherboard so that I can buy next gen CPU and  have pcie 4. I really enjoyed building my computer and I really want to build a new one just because its fun and I get newer gen stuff, but would that be a good idea? Would it be better to just sell CPU and GPU and upgrade them or sell the whole PC and build a new one?  Another question is when should I upgrade or sell my pc or should I do something completely different? And if I sell my PC how much should I sell it for, I live in California around San Francisco so there should be some people with deep pockets and I have a lot of RGB in my PC.

definite viable upgrade path. you can get up to a ryzen 9 3950x(bios upgrade necessary). get maybe a ryzen 5 3600x, and a hard drive for more storage.

I have seen Benchmarks with a similar system to the one I have, but with better CPUS, and the performance doesn't improve that much. The CPU I have Right now is not good and if I upgrade it it there will definitely be a performance boost, but I don't think I would be able to get high FPS and High settings with just a CPU and Storage upgrade 

 

Edit: Also New gen CPUS are on the way, and im not sure if I should wait or if the new gen CPUs aren't really worth it.

yes and as i said. UPGRADE THE CPU! you can upgrade up to a ryzen 9 3950x. as for the gpu, get a 16 series for around 200 dollars
