It's available (and has been for several years), it's just not the default. See above for how to enable it.

In the beta Linus tech tips the forum had a dark mode however the current one (as in the one I am posting in now) doesn't. Is it supposed to arrive as a future update or is it present and not working?

Nah, they said the Beta has it but the live version doesn't.
