Why my pc is suttering

Hello, so I had my pc for a while, but it keeps suttering my pc specs Ryzen 7 2700x, gpu gtx 1070, ssd kingston, ram G skill ripjaws 16gb, psu areo cool 750w, motherboard Asus b450-f gaming, monitor alienware 240hz, and I cant play games becouse it sutter, like cs go, i get average fps 300 but it feels laggy, gta 5 lag spikes like crazy I cant play becouse every few seconds it freezes, pls help
