Try resetting the bios to defaults, this includes not putting on things like XMP since from gut feeling it could either be a driver issue, or some type of overclocking issue.

TechYesCity has a good video showcasing another stuttering issue:

If its not drivers, overclocking or the bios maybe its a windows issue. Try updating windows 10 then optimizing your OS for the best results.

Hope this helps.

Edit: it can also be a bios update issue, check online if your bios has a reputation of causing these issues and if not just try to see if u have the latest bios and if not update it.

Is it in a specific game that you are getting the issue?

I assume you moved an existing hdd and windows install onto the new motherboard? Might be a good idea to try to back up your files and do a fresh windows install

it can sometimes cause weird issues if you didnt, due to old and new drivers clashing

it's pretty much one of the last resorts to try, before hardware swap

Let us know if you have any issues or questions. I've done that more times than I can remember.
