A bent/scratched I/O bracket shouldn't cause you any performance issues. It's just a piece of metal.

If you can return it do it right away.

You should receive a flawless product, no questions asked.

The problem is you have to proof this is not your doing.

It could, but judging by the photos the damage is not near the display outputs but even if it was a poor contact would cause it to lose signal to the monitor - it would not cause them to get less performance/FPS from the GPU.

That plate may be damaged without other things being hurt, as you can see that it's a piece that is separate from the card (note the tabs holding them all in place).

 

More concerning is HOW it got damaged?  Was it dropped, and landed on that point but shocked other parts of the card?   I doubt that something just pressed against the card and caused JUST that spot of damage.

 

I'd return it.  Pronto.  As in stop posting here, and get the RMA started.
