Is this power supply good enough for 3070 and 5600x?

My sister has this power supply https://www.scorptec.com.au/product/power-supplies/atx/67142-sst-et650-b/?member_pricing=true 

and she is upgrading to a ryzen 5600x and a rtx 3070, will this psu be good enough or will she have to get a new one?

while 650W are enough, that is a very low end psu, without the requiered protections and reliability for such a high end and expensive pc
