athlon 3000g
an a320m motherboard or an a520m motherboard
1x4 gb dimm ram or 2x4 gb dimm ram (any speed it wont matter for web browsing)
igpu
240gb ssd
a simple 400 watt 80+ psu
and a simple case to fit them all

unless you wanna go team blue in which case :

a h410 mobo (any h410 you want)
1x4 gb dimm ram or 2x4 gb dimm ram (any speed it wont matter for web browsing)

Completely overkill for grandpa computer, and you already know that he'll fill Windows up with viruses 10 minutes after you give him the computer.

Oh definitely, but I was trying to give grandpa a cheapish way to engage with his grandson.  Bonding over a PC build for only $300, while overkill, is a good thing.

Quite frankly I don't think grandpa would care about building a computer lol.

Actually I don't consider this to be overkill at all. It is IMHO The Minimum Build for low end needs.

How do you know that Grandpa needs won't grow later? He might want to play around with DAZ3D or Blender and do really naughty stuff with those applications...

im sure with a simple sata ssd with dram cache it will be fine

You can get a larger SATA SSD for the same price? SSDs should be at least 500GB...
