3200GB CL15 would be better. Low latency, higher speed (which are both positive points)

16GB is fine, so just go with 16GB of 3200mhz CL16.

32GB 3200mhz CL15 for sure. For frequency, higher is better, and for CAS Latency (CL), lower is better.

3200mhz CL15 is faster obviously.
