You are CPU bound. Or you are using Vsync.

change what application you're using, be it a game or rendering program, or how the usage is configured, like graphics settings in a game.

 

alternatively, get a better CPU, depending on what you're doing.

ye i wrote about fortnite res not affecting fps and someone said it was cpu bound

changing resolution doesn't guarantee that your game will become GPU bound instead of CPU bound.

 

for example: A core 2 quad from over a decade ago will manage very poorly. Even if you slap an RTX 2080 in there and do some 8K gaming to stress the GPU more than anything, the CPU is being taxed too much by what the game needs from it. the CPU has a job to do, and it doesn't necessarily need to do less of a job even when the GPU has to do more of a job.

 

also, increased resolution can still increase load on the CPU. the CPU may not be drawing and rendering the frames, but it has to send the instructions to the GPU to render and draw higher resolutions, so more work for the CPU is created by higher resolutions.

When i change resolution in games i get the same fps as when i have a higher res someone said it was cpu bound is there a way to change that?

Check GPU and CPU usage and compare their changes

My gpu usage is ab 70-80 and cpu is 40-60

8gb between how many sticks?  If a single 8gb stick....you are choking your CPU out.  If 2x4gb sticks, not so bad, but the frequency isn't what makes Ryzen sing.  In the end that is low end new hardware so exactly what FPS are you getting at what settings?
