3.0 8x? Yes, the 2080Ti is already slightly bottlenecked by that, and the 3080 is supposed to be faster.

i was just wondering cause of the 3080 using rtx io and the nvme already on the pcie lane if it would make much of a difference. thank you for your reply

You're going to want all 16 lanes for the 30-series cards. We've yet to see if PCIe 4.0 matters or not, but it's definitely going to saturate 16x.
