Graphics card upgrade

Running a 3600, unsure about wether to wait for 2070supers/2080s to drop in price or just go straight to 3070, concerned about possible bottlenecks. I know theres going to be a lot of info to come out about RTX30xx series, but looking to run 1440p gaming. Any thoughts? Currently running a 2060

You'll always have a bottleneck somewhere, I wouldn't worry about it too much. The 2070/2080 will not drop enough in price for them to make sense to purchase.

I think it would still be a sensible choice. You have the 3600 now, then you can do a 4000 cpu upgrade.
