Should I upgrade my computer?

Here are my specs:

Cpu: Intel Core i7 4770K

Gpu: Asus GTX 1060 3GB

Motherboard: Asus MAXIMUS VII GENE

Memory: Corsair Vengeance Pro 16 GB DDR3 1600

Storage: Samsung 860 Evo 1 TB

Also storage: Western Digital Blue 4 TB 3.5" 5400RPM

PSU: Corsair RMx 750 W 80+ Gold

Fan: Some noctua fan.

Case: A Corsair mATX case

My use things I will be running is Microsoft flight simulator, Photoshop, Virutial Machines

I'm thinking of upgrading to this:

Cpu: AMD Ryzen 7 3700X

Gpu: RTX 3070

Motherboard: Asrock B550 Pro4

Memory: Corsair Vengeance 16GB 3200MHz

Fast storage: Kingston 500gb A2000 m.2 nvme

Storage: Samsung 860 Evo 1 TB

Also storage: Western Digital Blue 4 TB 3.5" 5400RPM

PSU: Corsair RMx 750 W 80+ Gold

Fan: Some noctua fan.

Case: A Corsair mATX case

Is it a good idea to buy a second hand 2080 from someone that bought a new card?

Some things I will not upgrade like the PSU because it doesn't impact performance or the sata SSD because I can use it as fast storage for games

Do you think this is a good choice or should I change something

Good enough upgrade IMO. This said what monitor do you have (resoluteness and refresh rate)?

Honestly that looks great, I'd say don't go for a RTX 2080 over the RTX 3070 unless you find a really really good deal. And keep in mind that you might want to wait to get the Ryzen 4000 series version of a 3700X when the 4000 series launches in a few months.

Given how long you've kept your last build, I wonder if it might be worth upgrading to a X570 board, for more futureproofing.  The Asus Tuf x570 Gaming Plus (no Wi-Fi) is only about $25 more on Amazon (but you appear to be in Sweden, so not sure what the local price differences would be for you).  I'm curious if anyone else thinks the additional features might be worth it; the primary difference is the number of PCIe 4.0 lanes (since B550 doesn't appear to have any coming from the chipset).  With RTX IO and Direct Storage coming on the horizon, PCIe 4.0 storage might have such a niche use case in the coming years, especially since something like Flight Sim might be a platform for MS to show off direct storage in the future.  Given that you seem to have a mix of SATA and nvme devices planned for your upcoming build, remember that your second nvme slot deactivates three of your SATA slots, limiting your expandability in the future, say, if you wanted to add more cold storage.  And like others have said, might be worth waiting for zen 3 cpus to come out before pulling the trigger.
