CPU Fan has no control

Then the board doesn't use any common fan control chip.

My PC's cpu fan doesn't seem to have any control. It's at full blast even when I'm not using it, the fan itself is a local stock intel model fan. I have looked and the fan is connected to a 4pin header and has 4 pins. There is no option in the bios or any other software to control the fan. AND IT'S REALLY LOUD.

Full model name, please. But just from that I can assume its close to OEMs you have in Dell/HP machines. Meaning that it either has locked controls or none. You can still try with Speedfan or FanControl, but those OEM boards are always bit hard to configure.

You could get hardware controller. One with knobs or one with USB and software.

And probably not worth money-wise either. But that would be the only option if motherboard doesn't have controller chips.

No, but you have OEM board. It could have some custom power savings functionality going on. You could contact the manufacturer about it.
