CPU stuck at 39% usage 1.17ghz

As the title says my e5700 CPU is stuck at 39% and has terrible performance I've tried installing new drivers , removing and reputting in the CPU I've cleared the CMOS changed a bunch of CPU bios options adjusted the voltages nothing changes my pc is in balanced power plan it makes no sense why it's not going above 39% dose anyone know anything that can help me

I've made a post about this, basically the CPU utilization in Task Manager relies on the Base Frequency to calculate the percentage, and if your CPU is lower than the Base Frequency then it will never reach 100%, it's idiotic but if you want accurate CPU utilization check the Details Tab in Task Manager.

 

Either way it seems like your CPU won't boost higher than 1.1Ghz is that correct? were you running a full core load? if so check your CPU temperatures because it might be thermal throttling.

1.17Ghz / 3.00Ghz = 0.39, so yeah it seems like you were running a full core load

I was running chrome bout 2 tabs

that can take up the whole CPU of an e5700, but check your CPU temperatures in HWiNFO I suspect it's overheating

can you stress your CPU with Cinebench R15 or R20 and take a screenshot of the Core Temp window while it's running?

That cpu is so old and slow, upgrade to Core 2 Quad if you can. Probably only $10.

Just check under "Processes" tab which one takes the most of of CPU.
Also, upgrade to 45nm Core 2 Quad if you can (Xeon if budget is very tight).

Side note : What MB you are using ?
4GB of RAM is... a bit hard on HDD with Win10.
Disable "Hibernation" from console to get more free space on OS partition.

Mb dosent support it it's ddr2

Are you using the latest BIOS version and does this BIOS version support the E5700? I would say, no, it does not. When this happens, your computer might boot up OK but the CPU multiplier will be stuck at the minimum value which for Core 2 Duo CPUs is 6. Full load does not matter. The CPU multiplier will be stuck at 6 and the MHz will be stuck at approximately 1200 MHz.

 

If you cannot find an updated BIOS that properly supports this CPU, try using ThrottleStop. It allows you to access the CPU multiplier. Increase the VID voltage to the maximum that ThrottleStop allows and increase the Set Multiplier value to 15 which should be the maximum for your CPU. Press the Turn On button and your CPU will be able to run at its full rated speed. Post some pics if you need help.

 

Also, make sure SpeedStep is enabled in the BIOS or in ThrottleStop. This needs to be enabled so the CPU can change to its maximum speed. Some Dell laptops get stuck at the 6 multiplier when SpeedStep is disabled.

Hey it's on a ssd as of now I am running cinebench at 36.4% my motherboard is a ga-945gm-ds2

I'd have to bios flash the board to update it according to threads I read about it I'll have a look at throttlestop

Ill post the results of cinebench r20 when it's done so far it's done 20 tiles

Just to point out : This MB doesn't support this CPU.
EDIT : Disable C1E/SpeedStep in BIOS if you can (it's clearly broken as CPU doesn't go higher in clock speed when loaded with benchmark).

It worked fine untill today I got both cores boosting to 3ghz and windows found the CPU fine I use it as a little gaming machine as I got it for next to nothing and thought it was wierd it wasn't boosting

You can throw high perf. power plan to see if that changes anything...
But first disable C1E/SpeedStep in BIOS.

Just to point out this isn't my main computer it's a little on I built with spare parts my main one is ryzen 5 with a Vega 56 so im not worried if it is  broken

I don't think I've seen them in the bios I've had a good look through it were will I find them

i mean i guess you cant really complain there, its interesting that it actually works in the first place. if you can bypass all that with throttlestop thatd be a pretty good deal lol

Yea I got it off eBay I stuck a hd 5850 I had lying around same with the HDD and ssd they're just old ones from my main rig
