A netbook would fall in this price range, fulfill all your needs and be extremely portable. I love buying the parts and building myself but for this purpose I do think a netbook might suit you better. A Windows license (already installed in a netbook) is almost one third of your budget.

is a nice build but the athlon x4 do not come with onboard GPU its only a CPU

 

AMD onboard GPU is only found in the A series APUs

 

a used Atom based netbook will be a better bet if you are really low on cash

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Chromebook. They're cheap, fast, light, and do exactly what you need: Web browse.
