Extremely budget video editing rig

Howdy from California. I'm planning a very budget video editing rig. Probably won't be editing 4k, more like 1080p or 2k (footage from people's phones).
I'm looking to spend less than $500, and I have some of the parts I need already (SSD, video card, PSU, peripherals).

Budget (including currency): < $500

Country: USA

Games, programs or workloads that it will be used for: most likely DaVinci Resolve, maybe Adobe Premiere or Sony Vegas

Other details: I have a ZOTAC GeForce GTX 780 that will need to work in this system. Is that compatible with the mb and cpu I've picked?
I have a nice 450W PSU that I'll be using. I have a Samsung Evo SSD already, and I'll be reactivating my Windows 10 license on the new system.

I don't need WiFi, so I picked a mb that doesn't have that.

What 450W PSU do you have at the moment, and for how long have you been using it?

Oops, sorry! Should be fixed.

The PSU is a Thermaltake TR2 430W that I used to run a Bitcoin miner a number of years ago but haven't used since.

From time to time there are good offers. 
Just make sure it has more compute power of value than a threadripper 1920x which fits into your budget.

 

If you find one with two cpus with10+ cores and 3,3+ GHz boost and 32* GB RAM for <450 bugs it has a much better value. 
 

Threadripper 1920x is the way to go of your PSU can handle it check it first (!).

If it has not enough power go whith third of forth gen ryzen 8 Core

Uh.. you need a new PSU. I'd say you're lucky that it ran your Bitcoin miner without blowing up.

The TR2 is old and was really poor even when it released, and PSUs don't really get better with time.

The motherboard's very overpriced. You could get a B450M Pro4 for almost half that money and get a Ryzen 3600 over the 3100 which would be a very substantial upgrade.
