While "best" is totally subjective and conditional (best for what?), I'll go out on a limb an say the Asus TUF Gaming X570. It's a really good all around board for virtually anything, and is consistently available for $180.

And with a 3600, would also go with a b550 board or a b450 one.

b450, tomahawk max, mortar max, pro 4, a pro max (non m) pro vdh max, TUF PRO S. 

b550, tomahawk, mortar, aorus pro, steel legend, strix f, a pro, pro vdh. 

X570, Tomahawk or the TUF or if you really couldn't find them, aorus elite.

im not too familiar with z490 but the b450 tomahawk max isnt that cheap either

 

coupled with OP's main intention is for gaming, 10600K outperforms 3600, so even if the boards are more expensive, it might just be worth it in OP's use case

 

i OC-ed both 9600k and 3900x

i've had a much better experience OC-ing the 9600k, while the 3900x made me contemplate going back to intel because of how crap the bios OC is

Compared to AMD’s PBO (Precision Boost Overdrive), manual overclocking can actually perform worse as all the cores are locked to a single speed, whereas with PBO it can boost a single or multiple cores, increasing single or multithreaded performance where needed.
