Who told you there is an ROG Windows 10?

There is Windows 10 Home, Windows 10 Pro and some more too.

 

Of course ASUS includes some of their software on ROG laptops, but it's not a better Windows 10; just normal W10 with some installed software.

I'm guessing you mean Asus branded OEM? Those have been around for ages. It pretty much means that you get custom loading screen, background and maybe some theme. And ofc bunch of pre-installed bloatware with ROG branding.
