Upgrading to R5 2600, 1660 maybe TI, 16GB 1600mhz ram, 128gb ssd.

Ryzen uses DDR4, not DDR3.

 

I would just do graphics card, RAM (to make it dual channel if it isnt), larger capacity SSD and likely power supply upgrade to the i5 system

Super is much better, you definitely need faster ram 3200 at least. Advise on getting at least 240 ssd. If that's not in the budget you could get a used gpu instead of new.

mateyyy's got it, perfect build for the budget. you may be able to find marginally cheaper ram and storage, and perhaps you'd prefer a different case, but other than that i'd follow it to the letter

See my uncle said he would get me the ram and ssd for free so I don't want to ask for better ram/ssd or reject the offer and I only want 1080p max 60fps for games.

The 4770 is old and usually overpriced on the used market. The 9100f does not support ddr3. Just tell your uncle that if it's ddr3 ram it won't work in your computer.

OK, in that case this is what I would go for. You could squeeze a 5600xt in there but that would mean having a much worse case and not as good as a power supply. Overall, this system is much more balanced than if you skimped on other components for a better GPU
