Games stuttering

I just downloaded fortnite cuz it got uninstalled by itself due to an issue about a month ago. anyways it keeps stuttering even when i limit my fps to my refresh rate (144). what could be the issue. i play on all low and off except view distance and textures. my frames would be 144 stable then it would suddenly jump to 130 or 140 and then go back to 144. my cpu and gpu temps are fine mainly 70 on my cpu and 52 on my gpu since im playing on low and the game isnt really gpu intensive on low.

SPECS:

Rtx 2080 Super stock speeds latest driver

Ryzen 5 3600 @4.2ghz (gigabyte ATC800 rgb cpu cooler)

16 GB ram ddr4 3000mhz

Game and windows installed on windows 970 evo plus 250gb

i mean ive done it before but didnt test it on fortnite. guess ill have to shoot my shot but i think it just could be a fortnite problem

16GB RAM DDR4 3000MHZ

MSI B450 TOMAHAWK MAX

CORSAIR TX650M 

all temps of both gpu and cpu are almost all times <70

Change the thermal paste, and see if that helps.

the temps are pretty much excellent i dont see no reason that would make me change thermal paste

nah my internet isnt so good. i could reinstall fall guys cuz its only 1gb other than that fortnite i cant

I'd try that for the games you can, since it appears to be a software issue rather than a hardware issue. Could be an installation issue or just an optimization thing, however, Fortnite has been out long enough I wouldn't expect that big of a performance drop all of a sudden.

That looked liked rubber banding to me, I would guess slow internet or something is up with their sever, but that is just my guess.

Yeah, it could be a server side issue. I usually don't consider that a possibility because I usually solve the stuttering by simply reinstalling the game. as of late. I have however made many tweaks to my NIC adapter, so I can't say for sure.

Yeah, its going to slowly increase with time. It might not be the standby memory, but it doesn't hurt to try using the app below to keep it clean.

You can also try turning off or refreshing the shader cache. It should be in the Geforce Experience software.
