We don't and can't know. But I would assume they will have similar power consumption to Turing or slightly more power consumption. 

Well we don't know if it's a thing yet. But if it ends up being a thing. 

I would assume there would be an adapter for it or something similar.

absolutely, but also, maybe not.  Although probably, but not necessarily.  We should know more after the announcement September 1st at 0900 pacific.

The proprietary 12-pin connector is most likely being mainly targeted towards being used on OEM cards and maybe reference Founder's Edition cards, not custom models from board partners (EVGA, Galax, MSI, Gigabyte, etc.). 

 

Even if custom cards did have the 12-pin connector on them, a simple adapter should do the trick - it's not inherently different from current 6 or 8-pin PCIe connectors.

You won't need a new PSU (assuming what you currently have has enough wattage and is high enough quality for whatever GPU you plan on upgrading to, of course).
