Not in the motherboard BIOS, the video card BIOS.

There is a PHYSICAL switch on the edge of the graphics card to switch between Performance Mode, and Quiet Mode.

I just upgraded from GTX 1060 to RTX 2070 Super (both Asus OC version)

But I noticed that all fans keep on spinning even on Idle.

I've already reinstalled drivers, disabled ShadowPlay and set Power management mode to Adaptive but nothing's happening. I've checked GPUTweakII and it seems that the temp is low but the gpu speed is at constant/max 1800.

Can someone help me with this? I didn't experience this with my previous gpu :\

Maybe you have to stwitch the GPU to the silent BIOS. There should be a swtich on the GPU itself.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
