At 10% I'm going to assume that's at idle. 

If so that's perfectly normal, the cpu doesn't have to boost to at idle. And it saves power like this.

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad. 

 

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

Because there isn't a heavy load running on your CPU. It reduces the clocks when there's no need for it to run at full blow in order to save power and run cooler. I mean, it'd be entirely pointless to be running at full blow 24/7, even when there's nothing using it all!

try playing a game and then check clock speeds after that.

if whilst playing it's still at 2.2 then something might be wrong

Anything i've written between the * and * is not meant to be taken seriously.

keep in mind that helping with problems is hard if you aren't specific and detailed.

i'm also not a professional, (yet) so make sure to personally verify important information as i could be wrong.

i thought that and opened up Destiny 2 played for 10 mins or so and it was still sitting at 2.2 but when i restarted my PC and checked it did go to 4.28 and after 5 mins of the system being active its dropped to 2.2 again so im guessing its all ok

if you only have one monitor, and you're playing the game in full screen, then when you alt tab to look at task manager it updates the core clock quite fast to the idle temp since the game is now considered a background application (decrease in fps and sometimes pauses the game).

also Task manager isn't the best way to check things like that,

i belive cpu-z or hwinfo64 are some good options
