Please review my PC build and give your advice

This purpose for this PC build is for software development and research, and also backend server (node.js, php, mysql, apache), and this PC run always on 24/7

PC Parts

- 2x Huananzhi A400 Dual CPU Fan
- 2x Xeon e5-2678v3 (12C/24T/3.3 GHZ Turbo)
- 2x Corsair RM 850, 80+ Gold, 850 watt
- 4x DDR3 DIMM 8GB 1600MHZ 1.35V
- 2x DDR3 SODIMM 8GB 1600MHZ 1.35V
-- 2x DDR3 SODIMM to DIMM adapter
- 2x DDR3 DIMM 4GB 1600MHZ 1.35V
- 1x Samsung 970 EVO+ 500GB NVMe SSD
- 2x Samsung 860 EVO 1TB SSD
- 3x WD Blue 2.5" 1TB 5400RPM
- 1x Seagate 2.5" 1TB 5400RPM
- Macube 550 Gamerstorm
- Nvidia Tesla K80 24GB
- Asus Geforce GTX 1070 Dual OC 8GB

And for cooling system, i have a room (2m x 3m) with 1/2 PK AC, plus i install 120MM fan case for each UPS (because they get hot after 24/7 running)

This PC is use 2 PSU and 2 PC Case (Macube 550 and Carbide 110R)

Secondary PC Case (Carbide 110R) :

- Asus GTX 1070 Dual OC

- 4x 120MM Case Fan
- 2x 120MM Case Fan For HDD (Each 2 HDD Have 1 Fan)

I Use PCIe Riser To Connect Graphic Cards

Is there anything wrong or i can improve with this setup ?, i want to replace my motherboards and maybe processor, because my motherboards only have 3x PCIe x16, maybe i replace with asus Z10PE D16 WS

Any advice will be apreciated
