The Bazooka has a worse VRM, iirc it's the same as on the B450M-PRO VDH. Basically, if you've got no direct airflow onto the VRM heatsinks, I'd put a stock 3900X into the Mortar but I'd only put a 3700X into the Bazooka.
The Mortar also has two M.2 slots as opposed to just one, and other than that it's probably just minor differences, like different rear IO or whatever.
