Hi, I'm upgrading my motherboard and cpu for a long overdue upgrade on my gaming pc. (i5 4460 and ASRock Z97 Extreme3). Currently looking at Ryzen 7 3700x paired with Gigabyte X570 AORUS Elite and 16gb Vengence LPX RAM. Rest of parts I am just moving over from old PC (Upgraded to a 1060 6gb two years ago so holding off on GPU upgrade). Was curious if I made good picks or if there is somewhere to improve (or if i should hold off on upgrading at all for a few months for new hardware). Would like to keep price in same general area if possible.

Looks good, although you could go 3600 and a tomahawk B450 in order to save some money for a better GPU, or wait till 4th gen Ryzen. 

Laptop: HP Spectre x360 13t, i7 8565u with 16 gigs, 512 gig  nvme ssd, UHD 620 4k

Other laptop: Acer Chromebook cb3 431 with 4 gigs, celeron n3060 with hd 400 and 16 gigs eMMC soon to be a minecraft server?

good motherboard, i'd pick some other ram, but overall u should wait.

The board is not bad. But is pricey  and doesn't offer anything special. 

For x570 the x570 tomahawk and the x570-p and the tuf are pretty good. 

As for b550. The tomahawk and the mortar and the strix f and the aorus pro and the a pro and the steel legend are good.

There's nothing objectively bad about them. It's just what is this specific kit rated at in terms of latency and frequency?

If you're just gaming you could go with a 3600 and save some money, as games don't scale up to 8 cores so the performance between these two in gaming is very similar if not the same in some cases. 

Another option is to wait for zen 3 and check what it has to offer as well. (I would recommend doing that.).
