No because the board and CPU are both locked so toggling that setting won't change anything at all. Intel limit H and B series board so that you buy Z series board and spend more money.

Overclocking will cause the CPU to get hotter as this usually involves increasing core voltage.

 

Unfortunately with your hardware I cannot say you will see any meaningful FPS increase. Best off investing in a better GPU or looking into GPU overclocking if you want higher FPS in games.

Are we talking about the BIOS setting that just underclocks the CPU when it's not doing anything and ramps it up when under load?

every gpu has different capabilities, depends on the pcb quality and the silicon quality. set the power limit to max and see how far you can go, and if you have control over your voltage then slightly increase that and check how far you can go.

I don't know about that GPU specifically but MSI AfterBurner usually let's you change Core clock(MHz)/voltage(mV), Memory clock(MHz)/voltage(mV), and Power Limit (let's the card draw more power).
