CPU wont go past 3ghz/70% usage

Hey i have a bit of a problem i found out that my pc doesn't want to go past 3ghz/70% of cpu usage any more even if my max is 4.2 ghz

I have checked in the Energy menu if my max and min cpu usage are at 100%, and they are.

I thought it might have something to do with windows updates so i installed the newest which didn't make a difference.

I have found out that in programs like Speed Fan it shows my cpu usage at 100% even though in windows it only shows 70% ish usage.

I have provided pictures which hopefully make it more clear.

It seems to be better now I'm at 80% usage with Prime 95 running i have noticed something in Open hardware monitor sometimes cores go from 4100 mhz down to 1400 and then back up to 4100mhz. i also noticed my temps just shoot up to 78.5 degrees and then stays at it could it be that my pc set my max temp to 78.5?

wow i checked and max temp of cpu is 61c you are thermal throttling very badly!!!!
