Yes, it will as the 3600 is unlocked and has higher clocks. 
 

Id suggest waiting for Zen3 though.

With 3600 you could use same board, given you choose B450 or B550 or X570 board now, to upcoming Ryzen 4000 series, that might be the best thing since sliced cheese.

i am a little tight on budget. so cant afford the higher end mobos for amd. i am saving fro the rtx 30 series (wish me luck)

To put it simply. Out of the box. They'll perform similarly. But the 3600 

Is. 

Unlocked consumes less power. Has a better platform. And will be significantly better in the future.

Depends on the game. For games that still prioritize single core perf, then yes, the more clocks the better. For games that are optimized for multi-core, it matters less, if at all.

in current games, they perform the same. in future games, it's likely the 3600 will be better.

There's a lot of cheaper mobo option on the AMD side.

You don't need B550/X570 for now, B450 will do, at least can it handle 4000.
