For me this also happens but the monitors doesn't go black since they keep the power for some secs but the lights can flicker when turning on a vacuum cleaner or microwave etc

Sounds to me like the earthing/grounding of the mains is not up to par...

Yes - but if the wiring for it is suspect, it may not be doing the job efficiently...

 

Another option could be cable shielding/interference.

Short circuit could mean that power jumps through you. Better call electrician to check on house powers.

pretty sure not the case here.

if short circuit occurs and earthing works properly, the fuse will jump thus nothing should turn on
