Should he upgrade now or wait for Ryzen's 4000 series? 

He uses his system for work/gaming and mining.

If the performance is good and he can wait. Then wait.

I would wait, im sure those parts will be doing a good job and can hold on for a few more months haha

I'd say it's probably absolutely fine for gaming but if you really wanted to upgrade it, you could go to a 3600 and/or a GPU upgrade

I ment the X370 (COD edition) sorry I'm still going crazy looking at his home gaming system.

How does he have an 1800x and a Z390? anyways, that is still a valid system, I would wait for the 4000... sike, the 4000 series in not supported on 300 series chipsets, thus the best possible upgrade path would be something like an R9 3900X, or better value (and much lower price) a 3700.

Everything else seems quite good, sure the dual RX Vega 64 is a bit wonky and I don't get why he didn't go for a GTX 1080 but hey

PSA: No, I didn't waste all that money on computers, (except the main one) my server cost $40, the intel NUC was my old PC (although then it had 8GB of ram, I gave the bigger stick of ram to a person who really needed it), my laptop is used and the second PC is really cheap.

I like tinkering with computers and have a personal hatred towards phones and everything they represent (I daily drive an iPhone 7, or a 6, depends on which one works that day)

either get a 3700x now, or wait for 4000 series, but will have to change mobo for that

He did that for the part time mining, he doesn't run it in crossfire for gaming, apparently he say amd cards are better for mining?

well, that is odd, but for mining AICs are far more efficient than a GPU
