Is your graphic design work going to involve printing? If so, you're going to need a monitor with not just sRGB colour space coverage, but also AdobeRGB, which will be more expensive. If it's just for web that makes it way easier.

Quite honestly, I don't think the people we are building it for cares, but I would say if we can find one that includes the AdobeRGB color space then great, if not that's fine to.

Well, it seems like they're going to be doing CPU-intensive tasks, I managed to fit in a 12-core. The RX 570 does okay for OpenCL - it's not as good as the 5700, which performs on par with the RTX 2080 in Premiere, OpenCL vs CUDA, but having a beefier CPU will probably help things more there anyway.

Going Amazon-only ends up putting you a wee bit over budget, and I haven't picked out a case, that's best left to personal choice. 

I don't like that keyboard they picked, but I guess that's none of my business since they have to have it. But tell them a piece of shit membrane keyboard like that will not last them seven years.

1440p 27" monitor is nice to have, shit's going to be easier to read.

What are they going to do with a better GPU? Also you didn't mention what programs they're using, I'm not sure what 'heavy research' in the context of a church means.

Cheers. Also, the 12-core chip will last them basically forever. Look back at top-end chips and you'll see why I recommend the best available CPUs for longevity. People are still chugging along on their Core i5 2500k rigs from 2010, but you don't see anyone using a GTX 480, 580, hell even a 780 ti nearly as often.

And the fact that they really don't need a nice graphics card.

No. Until recently Intel chips were also running unreasonably hot, they're still toasty but 7th/8th gen was an absolute mess, to the point where delidding would make chips run up to 30 DEGREES COOLER. Yeah, a problem that could be fixed for $5 made Intel's CPUs into tea boilers.
