i had the same problem with a used radeon card, if your card is used it could be jacked up or have a mining bios on it

Are you able to POST (e.g. see the BIOS screen) but not boot?

As you are loading into Windows, you get a black screen?

Well, the drivers for a HD 5000 series is very different from the drivers for HD 7000 series and newer.

Radeon HD 6000 series and older were moved to "Legacy" support level, and are not the same as the HD 7000 series and newer.

GCN architecture / instruction set (introduced with the Radeon HD 7000 series) had too many differences compared to older GPUs that were on the TeraScale architecture / instruction set.

What gen i5 is it?  Is it a prebuilt?  Some prebuilts and older gen motherboards don't work well with newer graphics cards. I know my Lenovo prebuilt did not like my RX 480 at all. Had to upgrade my motherboard for it. That was a 4th gen core I5 4460. Had an h81 motherboard.

Current Build

AMD Ryzen 2600

Stock cooler

Asus ROG B450f gaming Mobo

1tb SKHynix m.2

WD 1TB HDD

Asus ROG Strix RX 5700xt

Thermaltake Toughpower 650w DPS RGB 80+Gold

16 Gigs ddr4 3000 gskill ram

Phantek fans

Phanteks P400TG

Laptop

Eluktronics Prometheus XVII

Ryzen 7 5800h

32 gigs ddr4 Corsair ram

Nvidia rtx 3080 max-p

17.3 qhd 165 hrz screen
