gpu fan speed

I want my gpu to be cool as possible what fan speed should I set and on what temperature?

as cool as possible ? 

then set it to the highest RPM you can. but it'll be loud. 

PC: Motherboard: ASUS B550M TUF-Plus, CPU: Ryzen 3 3100, CPU Cooler: Arctic Freezer 34, GPU: GIGABYTE WindForce GTX1650S, RAM: HyperX Fury RGB 2x8GB 3200 CL16, Case, CoolerMaster MB311L ARGB, Boot Drive: 250GB MX500, Game Drive: WD Blue 1TB 7200RPM HDD.

 

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad. 

 

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

You can't set the temperature, that said - Nvidia GPUs usually run about 25-50mhz faster if under 60C. And another 25mhz faster if under 50C. On air, I found that you can usually get it to run below 60C with fans maxed out. It's loud and obnoxious, so you'll have to decide weather you like 3% better performance or quiet operation at around 70C. I think it's not a hard decision to make.

So If i put them to 100% it wont damage them ?
